How do you figure couldn't keep up?
Wal-Mart pays employees minimum wage with no benefits. Many Wal-Mart employees are low income workers and qualify for government help so that they can actually buy food and clothing. Wal-Mart employees also qualify, typically, for medical benefits from the governent. All of these government benefits raise the amount of taxes that you have to pay if you live in their county/city/state/etc.
Small shop owners tend to actually care about their employees and want to pay them a competitive wage so that they don't have to rely on the government for assistance. Doing this, though, kills them when companies like Wal-Mart come in and could care less who works for them, at what price and how well they actually do.
So, for you to say, "couldn't keep up" is hardly fair to a small shop owner. Merely, Wal-Mart is an overpowering entity that won't be stopped unless you stop shopping there.
